1999 Dodge Cirrus harmonic vibration?

it has a 2.5L V-6 SOHC and it has had a tune up done - it has a vibration sitting still - not in gear from idle to 3000 rpm's - has any body ran into this - I want to get it repaired - but nobody can diagnos it
