Change in pay between agencies?

I work in an agency within the state of Georgia, and am applying for a job within another agency with the State of Georgia. Both are in the same pay grade (same minimum & max pay). If I have two years of experience in my current job (and subsequently make a little higher than the minimum/starting pay), would I start the new job at the other agency at the minimum/starting pay or at my current pay?
