Consider two cities in the northern hemisphere at the same latitude, a southern latitude nearer the equator..?

This couldn't happen because southern latitudes near the equator are in the southern hemisphere, not the northern. But I think the question is asking for northern latitudes near the equator in which case the answer is the first choice. This also works in reverse in winter, the humid air keeps the coastal city warmer than the inland city.
