I used master ball to catch regice i know its dum but what do i use to catch registeel in pokemon emerald?

i use my whalelord first and i make it only have a little HP left, then i change pokemon e1ther Groundon or Kyogre, then i keep trying different kinds of . finally i caught it with a great ball.
