The extended comparision is survival of the breakers being a contest of wills between Odysseus and the Gods...he asks them for help, yet curses others of in the pantheon as having it in for him. The fact that the breakers are a simple fact of nature and that his survival or demise at their hands is not the will of the Gods, creates the Homeric simile.
